Internacional' road. The journey will take around 15-20 minutes. Get off when you reach 'Cerro del Fortin'.

From the Zócalo (main square of Oaxaca), find a designated taxi stand. Inform the driver you wish to go to 'Cerro del Fortin' at 'Carr. Internacional 101-109'. The ride should take about 10-15 minutes depending on traffic. Make sure to agree on the fare beforehand if it’s not a metered taxi.

Turn right, and you will see the entrance to Cerro del Fortin after a short walk.
