Walking
From the Setúbal train station, head southeast on Rua da Estação towards Rua dos Prazeres. Continue straight until you reach the intersection with Av. da Liberdade. Turn right onto Av. da Liberdade and follow it until you reach the Setúbal ferry terminal. Take the ferry to Lisbon, which operates frequently. Once you arrive at the Cais do Sodré station in Lisbon, exit the ferry and walk towards the metro station. Take the Green Line (Linha Verde) towards Telheiras and get off at the Rossio station. From Rossio, exit the station and walk towards Praça da Figueira. Continue straight for about 10 minutes until you reach Largo de Santo Estêvão. The Santo Estêvão Belvedere will be on your left.

From Setúbal, take the bus 101 from Setúbal Bus Station towards Lisbon. The journey takes about 50 minutes. Get off the bus at the 'Praça da Figueira' stop in Lisbon. From there, walk northeast towards Largo de Santo Estêvão, which is about a 10-minute walk. The Santo Estêvão Belvedere will be on your left.
