To reach Swarnagiri Maha Viharaya by public transport, take a bus from Nuwara Eliya to Hatton. Look for buses that pass through the Avissawella - Hatton - Nuwara Eliya Highway (A7). The fare is approximately 50-100 LKR. Once you arrive in Hatton, you can either take a tuk-tuk directly to the temple, which should cost around 300-500 LKR, or catch a local bus heading towards Nuwara Eliya and request to be dropped off at the temple.
