From Serra dos Órgãos National Park, head east on BR-116. Follow the signs towards Niterói. After approximately 50 km, take the exit towards Niterói on BR-101. Continue on BR-101 for about 10 km until you reach the exit for Estr. Viracao. Follow Estr. Viracao until you arrive at Niterói City Park, located at Estr. Viracao, s/n - São Francisco, Niterói - RJ, 26177-600. There is generally no parking fee, but check local signs for any updates.

From Serra dos Órgãos National Park, take a bus to the nearest train station, such as the one in Petropolis. From there, take a train to Niterói. Once in Niterói, you can take a local bus or taxi to Estr. Viracao, where the park is located. The total cost for the bus and train could be around R$15-20, but check local transport websites for current fares.
