How to get there

Most international visitors reach Läänemaa through Tallinn, Estonia’s principal international gateway, and continue west by road or bus; Tallinn is outside the county. Haapsalu is connected with Tallinn by intercity and regional bus services, while the main road approach follows the route through Keila, Risti and the Läänemaa countryside. There is currently no regular passenger railway service to Haapsalu, although the historic railway station and former track corridor remain important heritage features. Rohuküla port, within the county, serves ferry connections to nearby islands, including Vormsi and Hiiumaa, with routes and arrangements subject to seasonal change.

Transportation

Haapsalu is compact enough to explore on foot, and cycling is practical around the town and on selected former railway and coastal routes. Reaching Matsalu, Nõva, Noarootsi and smaller villages is easier by car because buses are less frequent and attractions are widely dispersed. Rural roads are generally manageable, but visitors should allow extra time for unpaved sections, ferry connections and changing weather. Local bus services link the main settlements, though they are not designed for spontaneous sightseeing across the whole county. History of Läänemaa

Early coastal settlement and maritime life

The shores and islands of present-day Läänemaa have been shaped for centuries by fishing, small-scale farming, seafaring and changing coastlines. Archaeological evidence from western Estonia points to long settlement histories connected with the Baltic Sea and inland waterways. Shallow bays, river mouths and islands supported seasonal movement as well as permanent villages. The landscape visible today, including coastal meadows and wooded pasture, is partly the result of longstanding human management rather than untouched wilderness.

The medieval Bishopric of Ösel-Wiek

From the thirteenth century, much of western Estonia formed part of the Bishopric of Ösel-Wiek, a medieval ecclesiastical territory associated with the bishop of Saare-Lääne. Haapsalu became an important administrative and religious centre, and its Episcopal Castle was developed as both a residence and a defensive complex. The castle precinct, cathedral and surrounding old town preserve the clearest physical evidence of this period, when western Estonia was tied to the political, commercial and religious networks of the eastern Baltic.

Coastal Swedish communities

Swedish-speaking communities settled parts of the western Estonian mainland and islands over several centuries. In Läänemaa, Noarootsi and Vormsi became especially associated with the coastal Swedes, whose villages, farms, churches and maritime economy formed a distinct cultural zone. The Second World War brought the mass departure of most local Swedish residents to Sweden. Place names, cemeteries, church buildings, village layouts and museum collections still record this important chapter in the county’s history.

Haapsalu’s nineteenth-century resort era

Haapsalu grew into a fashionable health resort during the nineteenth century, when visitors were attracted by its sheltered bay, seaside climate and mud treatments. The town’s wooden villas, promenade and resort architecture reflect this transformation from medieval centre to summer destination. The resort tradition continued into the Russian imperial period and helped establish Haapsalu’s enduring identity as a spa and cultural town. The local curative-mud heritage remains part of the town’s visitor story, although contemporary travel is broader than the historic treatment culture.

Railways, ports and changing connections

The railway reached Haapsalu in the early twentieth century, strengthening the town’s links with Tallinn and supporting resort travel, trade and administration. Haapsalu railway station, with its unusually long covered platform, was built to accommodate visiting passengers and became one of the most recognisable transport structures in western Estonia. Passenger rail service later ended, but the station survives as a museum and the former railway corridor has acquired new life through walking and cycling routes, including the coastal railway path.

War, occupation and post-war transformation

Läänemaa experienced the upheavals that affected Estonia during the Second World War and the subsequent Soviet occupation. Military installations, restricted coastal zones and the departure of many coastal Swedish residents altered settlement patterns and local economies. Agriculture was collectivised, while Haapsalu remained an administrative and resort centre. Since Estonia restored independence in 1991, the county has seen renewed attention to heritage conservation, nature protection, local enterprise and the restoration of connections between communities and the coast.

Conservation and contemporary regional identity

The establishment and development of protected areas, including Matsalu National Park and the Nõva-Osmussaare landscape region, reflects a modern recognition of Läänemaa’s ecological importance. Conservation has focused on wetlands, migrating birds, coastal meadows, forests and traditional land management. At the same time, Haapsalu has strengthened its role as a centre for museums, music, crafts and seasonal culture.
