From Kyoto Station, take the Kyoto City Bus number 100 or 206. Get off at the 'Higashiyama Yasui' stop. From there, walk east along the Yoshida Street for about 10 minutes. You should see Matsui Sake Brewery on your left side at Yoshidakawaracho, 1丁目6.
