If you're coming from Portland, take I-5 South to I-205 South. Then merge onto I-5 South again and take exit 253 for OR-22 East towards Salem. Continue on OR-22 East for about 35 miles. Take the exit for Mill City and head into the town. From Mill City, follow the signs to Detroit Lake and continue on NF-46. After about 12 miles, you'll reach the Bull of the Woods Wilderness trailhead. Be aware that some parts of NF-46 may be rough and require a high clearance vehicle.
