Walking
If you're starting from Sintra's historic center, head towards the Sintra train station. Once there, take the train to Lisbon, which takes about 40 minutes. Upon arrival at Lisbon's Rossio Station, exit the station and head towards the Praça da Figueira square. From the square, walk towards the Rua da Conceição and continue straight until you reach the Rua Cais de Santarém. Turn right onto Rua Cais de Santarém, and in a few minutes, you will find Chafariz d'El-Rei at number 23.

From Sintra, take the Scotturb bus number 403 towards Lisbon. The bus will take about 30 minutes. Get off at the 'Campo Grande' bus stop. From there, you can transfer to the Metro. Take the green line towards Cais do Sodré and get off at Rossio station. From Rossio, follow Rua da Conceição to Praça da Figueira, then proceed to Rua Cais de Santarém and turn right. Chafariz d'El-Rei will be at number 23.
