Start from the center of Salinas, at the Malecón (the waterfront boardwalk). Head east along the Malecón until you reach the intersection with Calle 40. Turn left onto Calle 40 and continue walking straight until you reach the intersection with Av. 9 de Octubre. Turn right onto Av. 9 de Octubre and walk for about 15 minutes until you reach the bus stop for the 'Punta Carnero' bus, which is a common route for locals going towards the beaches.
