If you are driving from Hakone, take the National Route 1 towards Zushi. The drive will take approximately 45 minutes depending on traffic. Once you reach Zushi, follow the signs for Kotsubo. You will find Kotsubo Seaside Park at 5 Chome-23-426 Kotsubo. There is ample parking available near the park, but parking fees may apply.

Public Transportation
From Hakone, take the Hakone Tozan Railway to Odawara Station. From Odawara Station, transfer to the JR Tokaido Line and take a train bound for Zushi Station. The train ride will take about 30 minutes. Once you arrive at Zushi Station, exit the station and head towards the east exit. From there, you can either walk for about 15-20 minutes towards Kotsubo Seaside Park, or take a local bus (approximately ¥200) that goes directly to the park. The bus stop is located just outside the station.
