From the Biei Interchange, follow Route 237 towards Biei town. Continue on Route 237 for about 15 minutes until you see signs for Hokusei-no-oka Observatory Park. The park is located at 〒071-0216 Hokkaido, Kamikawa District, Biei.

To reach Hokusei-no-oka Observatory Park using public transportation, first take a train to Biei Station.
