If you are driving, take the Hanshin Expressway Route 3 from Osaka or Kobe. Exit at the Rokko IC, and follow the signs to Mt. Rokko. The observatory is located at Rokkosancho, Ichigatani−1-32 in Kobe. Parking is available near the observatory, but note that there may be a parking fee. The drive typically takes around 30-60 minutes depending on traffic.
