From the city of Bend, take US-97 N towards The Dalles. After approximately 80 miles, merge onto I-84 W toward Portland. Continue on I-84 for about 30 miles. Take exit 87 toward Mosier and turn right onto Historic Columbia River Hwy. After about 1 mile, you will reach Rowena Crest Viewpoint on your left. There is no entrance fee required for the viewpoint.
