If you are traveling by car, you can reach Mesa Arch by heading east from any location in Book Cliffs. Start by getting onto Highway 191 and driving south towards Moab. Once you reach Moab, take the exit for Arches National Park. Follow the park road until you reach the parking lot for Mesa Arch. Note that there is an entrance fee for Arches National Park, which is currently $30 per vehicle for a 7-day pass. The drive from Moab to the park entrance is approximately 15 miles.
