The area has historically been a strategic location for observing the city. Highland Park itself was established in 1935 by architect Lev Ilyin and was initially named after Sergey Kirov. After Azerbaijan regained its independence, the park was renamed Highland Park. The park has undergone renovations, most recently between 2011 and 2013, enhancing its beauty with new paths, landscaping, and modern lighting. Today, visitors can enjoy wide staircases, shaded pathways, and cozy terraces while taking in the views. The Alley of Martyrs, a memorial dedicated to those who lost their lives during the Black January tragedy and the Nagorno-Karabakh War, adds a layer of historical significance to the park.
