Highland Park, also known as Dagustu Park (Upland Park), is one of Baku's most iconic and picturesque destinations. Situated on a hill, it provides breathtaking panoramic views of the city skyline, the Caspian Sea, and Baku Bay. The park is not only a scenic viewpoint but also a place of historical significance and quiet reflection. Originally, the area was known as English Park and served as a burial site for British soldiers in the early 20th century. In 1935, construction began to transform the area into a public park, designed by architect Lev Ilyin. During the Soviet era, it was named after Sergey Kirov, and a monument to him was erected. After Azerbaijan regained its independence, the park was renamed Highland Park, and the Kirov monument was removed. The park's layout features wide staircases, tree-lined paths, cozy terraces, and open viewpoints, all constructed using local Baku limestone. Key highlights include the Alley of Martyrs (Şəhidlər Xiyabanı), a memorial dedicated to the victims of the Black January tragedy in 1990 and the Nagorno-Karabakh War.
