Car
If you're driving from the center of Kai, head southeast on Route 20 towards Kofu. Continue on Route 20 for about 10 kilometers until you reach the intersection with Route 52. Merge onto Route 52 towards Tokyo. After approximately 15 kilometers, take the exit towards Nerima City. Follow the signs for Hikarigaoka Park, and you'll find parking available nearby. Note that parking may incur a fee, so be prepared with change or a payment card.

From Kai, take the local train from Kai Station to Kofu Station. Once at Kofu Station, transfer to the JR Chuo Line heading towards Tokyo. Get off at Shinjuku Station and transfer to the Toei Oedo Line. Take the Oedo Line to Hikarigaoka Station. Upon exiting the station, follow the signs for the park, which is a short 10-minute walk to the north. The total transit time is approximately 1.5 hours.
