If you're driving from central Settsu, take Route 170 towards Kyoto. After approximately 15 km, merge onto the Kyoto Jukan Expressway (Route 1) towards Kyoto. Continue on the expressway for about 10 km, then take Exit 50 towards Sakyo Ward. Follow the signs to Tanaka Shimoyanagicho, where Chotokuji Temple is located at 34-1 Tanaka Shimoyanagicho.
