Car
From Kyoto city center, take the Meishin Expressway towards Nagoya. Exit at Otsu IC and follow the signs for Route 161. Continue on Route 161 for approximately 10 kilometers. When you reach the Yamanakacho area, look for signs directing you to Yumemigaoka Observation Deck. Turn left onto Yamanakacho and follow the road until you see the observation deck entrance on your left.
Public Transportation
Take the JR Biwako Line from Kyoto Station to Otsu Station. From Otsu Station, transfer to the #15 bus (Yamanaka Line) towards Yamanakacho. Get off at the Yumemigaoka bus stop. From the bus stop, it is a short walk to the observation deck. Follow the signs pointing towards Yumemigaoka Observation Deck, which will lead you along a scenic path.

The driver will likely take the Meishin Expressway to Otsu and drop you off directly at the Yumemigaoka Observation Deck. Make sure to tell the driver the destination clearly. The fare may vary, but it typically takes around 30-40 minutes depending on traffic.
