Car
If you are driving, take the Hanshin Expressway and follow the signs for the Ikoma area. Exit at the Higashi-Osaka exit and get onto Route 30. Continue on Route 30 until you reach Higashiishikiricho. Look for signs directing you to Ishikiri Tsurugiya Jinja. There is a parking area available near the shrine, but it may have a small fee, so be prepared for that.

Public Transportation - Train
To reach Ishikiri Tsurugiya Jinja using public transport, take the Kintetsu Nara Line from Nara, or the Kintetsu Osaka Line from Osaka. If you are coming from Osaka, board a train to the 'Higashi-Osaka' station. Once at Higashi-Osaka station, transfer to the Kintetsu Nara Line and get off at 'Ishikiri' station. The shrine is about a 10-minute walk from the station. Follow the signs to Ishikiri Tsurugiya Jinja as you exit the station.
