If you're at a more distant location in Higashiyama, take the Kyoto City Bus. Find a bus stop nearby that services route 100 or 206. Board the bus and travel towards Shijo Kawaramachi. The fare is approximately 230 JPY. Once you arrive at the Shijo Kawaramachi stop, disembark and walk north for about 5 minutes. Look for the Nishiki Market entrance on your left.
