If you are in the Higashiyama district, you can reach Hokan-ji Temple / Yasaka Pagode by walking. Start by heading east on Shijo Avenue, then turn left onto Ninenzaka Street, which is a charming, sloped street lined with traditional wooden shops. Continue walking up Ninenzaka until you reach Sannezaka, which is another picturesque street leading up to the temple. Follow Sannezaka until you see the signs for Hokan-ji Temple. Ascend the final steps, and you will arrive at the temple's entrance.

If you are further away in Kyoto, take the Kyoto City Bus. Board a bus heading to 'Higashiyama' or 'Kiyomizu-dera' (bus numbers 100 or 206 are common). Disembark at the Kiyomizu-michi bus stop. From there, walk up the hill along Kiyomizu-zaka Street, which will lead you to Ninenzaka and then Sannezaka, as described above. Note that the bus fare is typically around 230 yen, and you will need exact change or a prepaid IC card.
