If you are in Nikao, start by heading towards the main road (Ara Tapu) that runs along the coast. Walk north along Ara Tapu for about 1.5 kilometers until you reach the intersection with the road leading into Avarua. Stay on the main road, and you will see a sign for Avarua. Continue straight for another 1 kilometer, and you will arrive in the Avarua area. Raro Reef Sub is located near the waterfront in Avarua. Look for the local tourist information or ask locals for directions to the boat tour agency, which is situated close to the harbor.
