From Kyoto Station, purchase a ticket to Otsu Station on the JR Biwako Line, which takes about 30 minutes. Once you arrive at Otsu Station, exit the station and head towards the lakefront. You can follow the signs pointing towards Lake Biwa. The entrance to Hama-Otsu Nagisa Park is approximately a 15-minute walk from the station along the waterfront.

At Kyoto Station, find the bus terminal and take the number 18 bus towards Otsu Station. The bus ride will take approximately 45 minutes. Get off at Otsu Station. From there, walk towards the lake, heading east. Hama-Otsu Nagisa Park is about a 15-minute walk along the lakeshore.
