The park's origins date back to 1897 when Miss Eliza A. Haven bequeathed the land to the city, fulfilling the wishes of her ancestor, Dr. Samuel Haven. Dr. Haven, a prominent minister, had stipulated that the family's ancestral home be demolished after the death of his last surviving descendant to create a public space. The city accepted the gift in 1898, and the park was completed around 1900.
A notable feature of Haven Park is the life-sized bronze statue of Maj. Gen. Fitz John Porter, a Portsmouth native and Civil War figure. The statue, dedicated in 1906, honors Porter's military achievements.
